Sam Martin, PE, CVS, President of OfficeOnWeb, Technologies.
Sam is a certified business consultant and licensed engineer. He is a hostmaster and has programmed in more than 60 computer languages and has run more than 30 operating systems during
his career. He has written dozens of books on various business-related activities. He has taught business practices, computer science, numeric theory, Internet processes, server control processes, and marketing theory to thousands of people and helped businesses

Experience Summary
Mr. Martin was a Federal Value Program Manager for the Department of Interior, Bureau of Reclamation for more than six years
and has been one of the principal advisors for that Department's various agencies and various sections of the Department of Energy. Further, was an advisory resource for many other Federal
and many state agencies for several years. He has taught more than a thousand people about the VE, business practices, VECP (Value Engineering Change Proposal) and VE Incentive Clause subjects
and continues to be a recognized expert resource for this area today.
Mr. Martin has more than twenty years experience in computer science, business practices, marketing, numerical methods, hydraulic
research, construction, engineering, project management, and value specialties. He specializes in both Value Method and business management. Throughout his career, he has operated programs
and activities for both private and governmental entities, and has managed many programs and projects with an aggregate one year expenditure value up to $500 million. His extensive experiences
covers a wide variety of project types and sizes such as: business operations, marketing, advertising, construction, safety, administration, procurement, operations, and program management.
Some of the more significant value studies and program consultations for government include the State of Colorado, British Columbia Hydro (Canada), US Department of the Interior- Bureaus
and Offices, US Department of Energy, Environmental Protection Agency, and Department of Defense (various branches). Drawing upon his computer, Internet, marketing, business management, engineering,
project management, and oversight experience, he facilitates and manages value studies in conjunction with the people and project purposes involved; highlighting within each effort a maximizing
of the worth as opposed to the cost expended. As an advisor to both private and governmental agencies, he helps them assure their Value Method efforts are in compliance with applicable laws
and, when applicable, state or Federal distinct regulations.
Mr. Martin has taught well over two thousand students in various computer science, marketing, business applications, engineering,
management, and value methodology techniques and uses throughout the world (current VE related courses are scheduled and may
be viewed online). He has written many books, manuals, papers, and guidance documents in a variety of areas. He is a certified instructor. His courses are requested worldwide and he instructed
people in many countries (e.g., Hungary, Saudi Arabia, Switzerland, Netherlands, and Japan in 1997 alone). He has been instructing governmental and contractor personnel in the use and practices
of VE Incentive Clauses and the VECP since 1993. His textbooks are still in use through the Department of Interior, various sections of the Department of Energy, and various sections of the
Department of the Army.
In addition to the above, Mr. Martin has a wide variety of civil engineering experience in computational hydraulics, hydraulic
laboratory processes, hydrologic systems, environmental remediation, building construction, road construction, structural engineering design, and dam safety. He has extensive field oversight
experience and was the engineering technical oversight for the Department of the Army for various facilities and activities for more than 6-years. Drawing on this extensive field experience
has helped him mediate complicated issues with fairness to all parties.

Mr. Martin received more than twenty certificates and awards of distinction during his Federal tenure with the Department of
the Army, Corps of Engineers and Department of Interior, Bureau of Reclamation. These various awards and citations specifically state they were given on the basis of the technical expertise
and experience provided by Mr. Martin, and his high commitment to uphold the principles and mission of the US Government during that tenure. Six of these were for his expertise in the field
